Nature of Work
This is a professional position responsible for the direction of the operations and services provided by the Rockland Public Library
.Employee of this class is responsible for the daily operation of the Library, including scheduling, staffing, police development and implementation, budgeting, management of Library accounts. Supervision, evaluation and development, building maintenance and planning. In addition, the Librarian maintains statistics and records of Library operations, and submits monthly and annual reports to the City Manager and City Council. Employee works with considerable independence subject to the general supervision of the City Manager, and with consultation with the Library Advisory Board.

Responsible for the complete planning coordinating and operation of all aspects of Library service to the community.
Prepares and administers the Library budget within the limitations of the City Budget; monitors Library trusts and endowments
Formulates the goals and objectives of the Library consistent with goals of City Council & City Manager and the needs of citizens of Rockland and surrounding service area.
Develops and implements all policy and programs created to achieve Library), goals
Organizes services and staffing necessary for operation of the Library
Plans and coordinates cultural and educational programming with community groups, schools, Friends of the Library, Literacy Volunteers, tutors and City and State agencies.
Develops new programs and activities to increase service to all groups within the community
Directs collection maintenance and development including extensive deletions of outdated materials and preservation of local historical resources.
Oversees circulation and technical services and assists with reference questions
Directs overall maintenance of Library facility and grounds.
Maintains close relationship with Friends of the Library for public relations and to develop activities to increase service to the community and the value of Library.
Performs related work as necessary.
Thorough knowledge of standard practices and principles of library administration.
Thorough knowledge of issues of personnel administration, budget planning and administration and policy development in the operation of a library.
Experience in all aspects of the operation and development of a library,
To represent the Library in a professional manner before the City Council and professional and civic organizations.
Ability to plan and provide information services both in print and through telecommunications, to all of the diverse members of this community.
Ability to work with people as supervisor, fund raiser and resource person
Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with staff, the community, library users and other information professionals.
Ability to work with citizens and civic groups interested in the operation of the library
Desirable Experience and Training,
Considerable experience in the operation of libraries, including internal administrative and developmental activities-, graduation from an accredited college or university with a Master's degree in Library Science; or equivalent combination of experience and training.
